publish_pdp_changes - Citable

Publishes ALREADY-APPROVED PDP proposals on a run to the live Shopify storefront. Real store write. Input:

run_id and/or shopify_product_id (latest ready run for that product).
confirm (required, must be true) — MCP has no chat transcript; refuse without this.

Gates: API key write scope, brand owner/admin membership, only approved+not_attempted rows, publish readiness. Never auto-approves. Preview with get_pdp_run + get_pdp_publish_readiness first, then call with confirm:true only after the user asked to publish.
